Budanov: October US–Ukraine–Russia talks to cover war’s end, energy and shipping
Head of the Office of the President Kyrylo Budanov told Novyny.LIVE, as reported by UNN on 27 September, that Ukraine is preparing a trilateral meeting with the United States and Russia in October. The agenda he named includes ending the war, reducing strikes on energy infrastructure, and shipping security — without presenting a UAE technical venue proposal as a new announcement.

Agenda named by Budanov
“First, we are planning such a meeting. Second, reducing strikes on the energy sector. Well, terrorism is abnormal in principle. Security, shipping, and so on. We have many technical issues,” Budanov said. He named October as the tentative timeframe but did not give an exact date, location or delegation lists.
Context of earlier signals
Budanov had already confirmed preparations for an October trilateral round on 12 September at the YES forum in Kyiv. Separately, on 25 September President Volodymyr Zelenskyy said Washington had proposed a technical-level meeting of Ukraine, the US and Russia, with the United Arab Emirates as a possible venue — a track UNN summarised as background rather than Budanov’s new claim. Kremlin spokesman Dmitry Peskov said such a meeting had been discussed in a Putin–Trump call.
Energy and Black Sea tracks
Zelenskyy said on 14 September Ukraine would support de-escalation on energy if partners could ensure Russia’s lasting readiness to stop strikes. On 23 September he said Ukraine was ready to do its part for safe Black Sea shipping if Russia took genuine steps; Egypt, India and Turkey had offered options.
