Russian bailiffs move to collect nearly 20 billion rubles from émigré Anatoly Chubais

Bailiffs have opened 14 enforcement proceedings against former Rusnano chief Anatoly Chubais, who left Russia in March 2022, seeking 17.74 billion rubles in damages plus a 2.13 billion-ruble enforcement fee.

Russian court bailiffs have opened 14 enforcement proceedings against Anatoly Chubais, the former head of the state technology corporation Rusnano, TASS reported, as cited by Meduza.

The amounts

Bailiffs intend to recover 17.74 billion rubles in damages claimed by Rusnano, plus 2.13 billion rubles as an enforcement fee - almost 20 billion rubles in total. In three of the proceedings Chubais’s property has been frozen: 5.6 billion rubles in April 2025, 11.9 billion rubles in December 2025 over a Rusnano claim linked to the Crocus project, and 5.5 billion rubles in April 2026.

Background

Chubais, an architect of Russia’s 1990s privatisation, ran Rusnano from 2008 until he resigned in December 2020. He left Russia in March 2022, shortly after the full-scale invasion of Ukraine. According to a report by the UN special rapporteur on human rights in Russia, Mariana Katsarova, before leaving he wrote to Vladimir Putin calling for an immediate end to the war, after which he “was subjected to public attacks by the president”. Putin later said a “huge financial hole” had been found in the nanotechnology structure Chubais had led.

Russian authorities present the claims as compensation for losses at Rusnano. The case adds to a pattern of asset seizures and prosecutions targeting prominent Russians who left the country after 2022.
