Ukraine, US and European allies meet in Brussels on a post-war 'Prosperity Plan' and security guarantees

The European Commission is hosting two days of talks with Ukraine, the United States, France, Germany, the UK, NATO and the World Bank on Ukraine's reconstruction and security, ahead of US-mediated talks with Russia in Abu Dhabi on 10–11 November.

The European Commission is hosting talks in Brussels on Wednesday on Ukraine’s post-war reconstruction and economic future, with a separate session on security guarantees planned for Thursday.

Who is at the table

Commission spokesperson Paula Pinho confirmed that officials from France, Germany, the UK, NATO and the World Bank will join representatives of the United States, Ukraine and the EU, POLITICO reported. The EU will be represented by national security advisers and other senior officials. Pinho declined to say who would attend for the US, amid questions about whether special envoy Steve Witkoff would take part.

Ukrainian negotiator Rustem Umerov said teams from Ukraine’s economy, finance and defence ministries and the President’s Office would work on the “Prosperity Plan” — proposals for recovery, economic development and long-term stability — and on security guarantees, Interfax-Ukraine reported. “Security, reconstruction, and development must be part of a single plan for Ukraine after the war,” Umerov wrote on Telegram.

On Thursday, 5 November, representatives of the US, the UK, France, Germany and NATO are due to continue work specifically on security guarantees.

Context

The meeting builds on earlier rounds in Miami and Oslo. It comes days after one of the largest Russian strikes of the war on Ukraine’s power grid, and a week before the United States brings Ukrainian and Russian delegations together in Abu Dhabi on 10–11 November. According to US envoy Witkoff, those talks will cover post-war security arrangements, de-escalation, humanitarian measures and ending the war.
